Legislative Responsibilities

The Saskatchewan Watershed Authority administers the following legislation and regulations.

The Conservation and Development Act
Enables rural landowners to establish a Conservation and Development Area to facilitate the development of works to conserve and develop agricultural land and water resources.

The Saskatchewan Watershed Authority Act, 2005
Establishes the Watershed Authority and outlines the Authority’s mandate to manage, control and protect the water resources, watersheds and related lands by regulating water development and water use.

The Water Power Act
Provides for the regulation of water power development.

The Watershed Associations Act
Enables two or more agencies to establish a Watershed Association to facilitate the planning and development of works to conserve and develop land and water resources on a watershed basis.

Conservation and Development Regulations
Describes the procedures to elect members to manage a Conservation and Development Area.

Drainage Control Regulations
Describes the regulatory requirements to obtain authorization for the construction and operation of drainage projects.

Ground Water Regulations
Permit for ground water exploration, registration of machines for drilling, drilling and evaluation, abandonment of test holes and wells, and regulations for the use of ground water.

Reservoir Development Area Regulations
Reservoir Development Area Regulations assure proper lake and reservoir shoreline development in designated Reservoir Development Areas. Development permits must be approved before shoreline changes can take place. The regulations ensure safe orderly shoreline development without affecting reservoir or lake operations while preventing damage from flooding, erosion or land slides.
