For Saskatchewan to continue to enjoy a healthy, sustainable economy, we need to find solutions to environmental challenges, reduce pollution, lower greenhouse gas emissions and preserve the quantity and quality of our water supply. This will require us to think differently about our water use, and move towards water conservation.
Water conservation means becoming aware of how much water we use, and using it efficiently so that there will always be enough to support our communities, industries and agriculture while ensuring a healthy, sustainable environment.
The Ministry of Environment's Go Green Fund provides financial support to Saskatchewan's people to help them Go Green. The Provincial Toilet Replacement Rebate Program is funded through the Go Green Fund. It provides a $50 rebate to Saskatchewan home and multi-unit complex owners who replace a high volume toilet (13-litre per flush or higher) with a dual flush or 6-litre or less per flush toilet.
Program Expanded!
In addition to homeowners and multi-unit dwelling owners, the Provincial Toilet Replacement Rebate is now available for the following applicants:
- Municipal and First Nations facilities
- Institutions
- Non-profit facilities
The rebate is offered to these categories on a pre-approval basis. Please download the appropriate application form below.
Effective Dates:
The Provincial Toilet Replacement Rebate Program began on January 1, 2009 and is expected to run until the end of December 2012. Though recently announced, the expansion is retroactive to the beginning of the program.
The home or structure must have been built before 2009, and the new toilets purchased January 1, 2009 or later to be eligible.

When will I receive my rebate cheque?
Processing takes an average of 6-8 weeks from the date your application is received.
Currently, applications received the week of August 3 - 6, 2010 are being processed.
Where can I get information on the performance of low flush models?
Not all low flush and dual flush toilets offer the same performance. Please research the many CSA certified models available to ensure the toilet you purchase and install is likely to meet your performance expectations.
We offer a link to an independent report by the Canadian Water and Waste Water Association regarding many of the low and dual-flush models available in the marketplace.
We have received many inquiries about the ability of low-flush toilets to remove waste along drain pipes. We offer this report about drain line carrying capacity which addresses this concern.
Does my community offer an additional rebate?
Yes, several municipalities in the province offer their own incentive programs, including supplemental rebates or credits.
